Why might streaming music play only with starts and stops?

It's interesting. Normally we get this kind of a question with respect to video because video requires a fair amount of data. It requires a lot of data to be transferred, from the source to your computer, for the video to be displayed smoothly.

In a case like this, audio, especially with today's connections, typically doesn't take that much bandwidth. It doesn't really require a whole lot of internet speed in order for the audio to play smoothly.

Check your internet connection

So I'll definitely have you check to make sure that the bandwidth that you're using is better than a dial-up modem, for example. But if you're using any form of cable or DSL or whatnot, the internet connection should be fast enough.

Now, what does come into play are things like - who else is using that connection? For example, check and see if you've got another machine that shares that internet connection. See if it's doing a large download or doing some kind of really heavy internet activity.

If you have multiple machines doing internet activity of some sort, the net result is that by sharing a single internet connection, the amount of speed, the amount of bandwidth, the amount of actual data transfer rate that's left over for each computer, ends up being very small. And it's possible that the amount that's leftover is not enough to stream an audio music station, like Pandora, continuously.

Check computer resources

The other thing to look at (and this is probably, actually, the most likely scenario) is that you've got other software running on your machine - and that software is hogging one or more of the resources on your machine.

The resources that I would care about (if not the internet itself and your network connection) are things like the CPU and the hard disk.

Another application that is using the CPU 100%, for example, while you're trying to stream music can absolutely cause that music streaming to be interrupted from time to time.

The same thing, believe it or not, can happen with the hard disk. The music streaming may not actually require the hard disk but it can cause your system to behave in such a way that it still gets impacted by all of this activity.

And finally, even memory can come to play here. It's not as common. If for example your system is so low on memory that it's now swapping a lot to disk - the whole disk thing comes into play again - regardless of whether or not the streaming application is trying to use the disk or not.

So, what I would have you do is look at a couple of articles on my site: "Who's hogging all my CPU?" is one. I've got another article that relates to the same concept with respect to disk activity.

Take a look at those articles and see if there isn't something going on on your machine that is hogging your machine's performance; something that is actually causing the machine to become so slow or so preoccupied doing something else that it doesn't have time leftover to play your music.

The fact is, there are an abundance of writing careers online right now, some of which pay extremely good money. That is why writing careers are the fastest growing are of employment online.

For people who enjoy fast, informal writing, then writing blogs is an incredibly lucrative way to make money writing. These writing careers are essentially based on writing someone else?s blog so that they can make money selling a product or service. You are acting as a ghostwriter and your name will never be seen on the website. You can also write your own blog or website and make money on affiliate marketing, but that is often more effort than it is worth.

Article marketing is also a very profitable way to turn keystrokes into dollars. Many writers are finding that by writing articles on products or services for a client, there is an almost never-ending source of work. These articles are usually very short, easy to write, and require little to no research. You might not get paid much per article, but if you can type quickly, then this type of high-volume writing can provide you with a very good, steady income.

There are also more traditional writing careers online such as in the area of technical writing. Large companies with websites are always looking for freelance technical writers who can help them re-write their website, make it more user-friendly, or to introduce new material to their readership. The compensation on a per word basis is usually much better for technical writing, but it takes longer and there is not as much of this type of work online.

The truth is that as long as you can type, you have a computer, an internet connection, and you can find your way around the internet fairly easily, then you should have no trouble making a living online both now and in the years to come.

Unemployment fell in February in 22 US states

(AP) ? Unemployment rates fell in 22 U.S. states in February from January, a sign that hiring gains are benefiting many parts of the country.

The Labor Department said Friday that unemployment rates rose in 12 states and were unchanged in 16.

Nationally, the unemployment rate slid to a four-year low of 7.7 percent in February, down from 7.9 percent in January. Since November, employers across the country have added an average of 200,000 jobs a month, nearly double the average from last spring.

States hit hardest during the recession are showing improvement.

In Nevada, unemployment dropped to 9.6 percent last month, down from 11.8 percent a year ago. That's the biggest year-over-year decrease among states.

One reason for the big drop is that people have stopped applying for jobs. Nevada's work force ? those working or looking for work ? fell nearly 1 percent in the year through February. Only those looking for work are counted as unemployed. But hiring accelerated, too: Jobs in Nevada rose 2 percent over the past year.

Unemployment in California fell to 9.6 percent last month, down from 10.8 percent in February 2012.

California and Nevada are still tied with Mississippi for the nation's highest unemployment rate.

Florida's job market has also rebounded in the past year. The Sunshine State's unemployment rate fell to 7.7 percent in February, down from 9 percent a year earlier.

North Dakota once again held the nation's lowest unemployment rate, at 3.3 percent. The state is benefiting from a boom in oil and natural gas production. Nebraska had the second-lowest rate, at 3.8 percent.

Overall, 42 states added jobs in February from January, and just eight lost jobs. The biggest monthly job gains came in Texas (up nearly 81,000) and California (up more than 41,000).

In the 12 months up to February, Texas gained nearly 294,000 jobs, and California 128,000. On a percentage basis, North Dakota reported the fastest job growth over the past year, rising 5 percent.

Gabon jails activist for defaming ally of president

LIBREVILLE (Reuters) - A prominent environmental activist was sentenced to six months in prison for defamation in Gabon, his lawyer said on Friday, after he accused an ally of the president of secretly owning the local unit of commodities giant Olam International.

Marc Ona Essangui said during a television broadcast that President Ali Bongo's chief of staff, Liban Souleymane, controlled Olam Gabon, which is developing timber, palm oil and rubber projects in the tiny Central African nation.

Souleymane denied the allegation and brought a defamation case against him, which we won in a Libreville court.

"I regret this decision against my client, who was only fulfilling his role of a counterweight (to the government). I will consult with my client and possibly appeal this decision," Ona Essangui's lawyer Ruphin Nkoulou said.

The court also ordered Ona Essangui to pay a fine of 5 million CFA francs ($9,800). The state prosecutor had requested a one-year jail sentence.

During his first appearance in court on March 9, the wheelchair-bound activist said he did not regret making the accusation. "If I had it to do over again, I'd do the same thing," he said at the time.

Olam began operating in Gabon in 1999, establishing a logging operation. It later entered into a joint venture with the Gabonese state to develop plantations and palm oil mills with planned investments of around $236 million.

Gabonese environmental groups have for the past three years requested publication of the joint venture agreement without success.

Ona Essangui was jailed briefly in 2008 after calling for more transparency in the country's public management. ($1 = 510.8300 CFA francs)

Everyone has a different get-off-my-lawn moment, a fact that makes them suddenly feel their age. And the entertainment world, with all its unnaturally young-looking senior citizens and overly made-up kids, supplies more than its share of such realizations.

US swipes at China for hacking allegations

WASHINGTON (AP) ? The U.S. has taken its first real swipe at China following accusations that the Beijing government is behind a widespread and systemic hacking campaign targeting U.S. businesses.

Buried in a spending bill signed by President Barack Obama on Tuesday is a provision that effectively bars much of the federal government from buying information technology made by companies linked to the Chinese government.

It's unclear what impact the legislation will have, or whether it will turn out to be a symbolic gesture. The provision only affects certain non-defense government agency budgets between now and Sept. 30, when the fiscal year ends. It also allows for exceptions if an agency head determines that buying the technology is "in the national interest of the United States."

Still, the rule could upset U.S. allies whose businesses rely on Chinese manufacturers for parts and pave the way for broader, more permanent changes in how the U.S. government buys technology.

"This is a change of direction," said Stuart Baker, a former senior official at the Homeland Security Department now with the legal firm Steptoe and Johnson in Washington. "My guess is we're going to keep going in this direction for a while."

Rep. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee, said he supports the restriction and doesn't think it would be too cumbersome for federal agencies. The Defense and Energy departments already are mindful of how its networks are built.

"Anything we can do to call awareness to the fact that we're continuing to be cyberattacked, we're continuing to lose jobs, and that billions of dollars in American money is being stolen," Ruppersberger said in an interview Wednesday.

In March, the U.S. computer security firm Mandiant released details on what it said was an aggressive hacking campaign on American businesses by a Chinese military unit. Since then, Treasury Secretary Jacob Lew has used high-level meetings with Beijing officials to press the matter. Beijing has denied the allegations.

Congressional leaders have promised to push comprehensive legislation that would make it easier for industry to share threat data with the government. But those efforts have been bogged down amid concerns that too much of U.S. citizens' private information could end up in the hands of the federal government.

As Congress and privacy advocates debate a way ahead, lawmakers tucked "section 516" into the latest budget resolution, which enables the government to pay for day-to day operations for the rest of the fiscal year. The provision specifically prohibits the Commerce and Justice departments, NASA and the National Science Foundation from buying an information technology system that is "produced, manufactured or assembled" by any entity that is "owned, operated or subsidized" by the People's Republic of China.

The agencies can only acquire the technology if, in consulting with the FBI, they determine that there is no risk of "cyberespionage or sabotage associated with the acquisition of the system," according to the legislation.

The move might sound like a no-brainer. If U.S. industry and intelligence officials are right, and China is stealing America's corporate secrets at a breathtaking pace, why reward Beijing with lucrative U.S. contracts? Furthermore, why install technical equipment that could potentially give China a secret backdoor into federal systems?

Last fall, Ruppersberger and House Intelligence Committee Chairman Mike Rogers, R-Mich., released a report urging U.S. companies and government agencies to drop any business with Chinese telecommunications companies Huawei Technologies Ltd. and ZTE Corp. because of the security risks they pose.

"Any bug, beacon or backdoor put into our critical systems could allow for a catastrophic and devastating domino effect of failures throughout our networks," Rogers said in a statement accompanying the report.

But a blanket prohibition on technology linked to the Chinese government may be easier said than done. Information systems are often a complicated assembly of parts manufactured by different companies around the globe. And investigating where each part came from, and if that part is made by a company that could have ties to the Chinese government could be difficult.

Huawei, the third-largest maker of smartphones, says it is owned by its employees and rejects claims that it is controlled by the communist government or China's military.

Depending on how the Obama administration interprets the law, Baker said it also could cause problems for the U.S. with the World Trade Organization, whose members include U.S. allies like Germany and Britain that might rely on Chinese technology to build computers or handsets.

But in the end, Baker says it could make the U.S. government safer and wiser.

"We do have to worry about buying equipment from companies that may not have our best interests at heart," he said.

PHILADELPHIA ? For a parent, there is perhaps no greater fear than the prospect of losing a child to illness or accident. And it is childhood cancer that has the greatest potential to catapult a remote fear into an unimaginable reality. As a pediatric oncologist, having cared for children with cancer and their families for more than 25 years, I know that only a parent who has confronted such a diagnosis truly understands the depth of this fear, as it touches the core of who we are as parents.

I also know that we are treating more children more effectively than ever before ? and that we can do much better still.

For a child born in the 1960?s, the diagnosis of the most common form of childhood cancer, acute lymphoblastic leukemia (ALL), meant almost certain death, with a survival rate of less than 10%. A child with the same diagnosis today has a better than 80% chance of being cured. Looking at the five-year survival rates for children with ALL from the 1970?s through the 1990?s, one sees an almost linear improvement in cure rates.

This makes the 1970s, 1980?s, and 1990?s look like an era of accelerating discovery and therapeutic development. But virtually all of the drugs that we use today to cure children with cancer were discovered and approved in the 1950?s and 1960?s. So, if new drugs did not fuel four decades of progress, what did?

A major driver was a remarkable, sustained scientific collaboration. In the 1950?s, a group of clinical scientists recognized that, because childhood cancer was a rare disease, no single medical center could study enough patients to make the necessary advances across the spectrum of pediatric oncologic diseases. The decision to conduct collaborative research across multiple institutions resulted in the development of cooperative group research.

In the fight against childhood cancer, this concept evolved into what is now the Children?s Oncology Group (COG), which unites more than 8,000 experts at more than 200 leading children?s hospitals, universities, and cancer centers across North America, Australia, New Zealand, and parts of Europe. The COG conducts research across the spectrum of cancers that afflict children, and has approximately 100 clinical trials underway around the world.

With an emerging infrastructure in place for cooperative research, sustained improvement in outcomes partly reflected an ever-increasing understanding that childhood cancers are diverse. Childhood ALL, for example, is not a single disease, but rather a spectrum of diseases. Recognition of this diversity led to the study of different treatment regimens in different sub-populations of children with pathologically similar cancers.

Throughout this period, the ability to overcome the most common side effect of cancer drugs, myelosuppression (a decrease in blood counts), improved dramatically. It began with the ability to transfuse not only red blood cells into anemic patients, but also platelets, reducing the threat of life-threatening bleeding that can accompany cancer therapy.

Equally important, the risks and types of life-threatening infections that come with myelosuppression were increasingly recognized, leading to the development and better use of more effective antibiotics. Starting in the 1990?s, cytokines, drugs that stimulate bone marrow to produce infection-fighting white blood cells, began to be integrated into cancer treatments, further mitigating the risk of life-threatening infectious complications of care.

As a result of these advances in science and supportive care, the same chemotherapeutic drugs could be delivered much more intensively for children with select types and sub-types of cancer. With selective intensification, cure rates began to increase steadily.

And yet, while this strategy has indeed resulted in better outcomes, the acute and long-term morbidity of therapy has been substantial. Children with high-risk cancers who receive dose-intensive chemotherapy have a greater than 80% chance of experiencing at least one severe, life-threatening, or fatal drug-related toxic event over the course of their treatment.

The late effects of cancer treatment include permanent organ and tissue damage, hormonal and reproductive dysfunction, and second cancers. More than 40% of the estimated 330,000 survivors of childhood cancer in the United States experience a significant health-related complication from childhood cancer and its treatment. And, despite our advances, cancer in developed countries remains the leading cause of death from disease in children older than one year.

We are, however, entering an era of unprecedented discovery. The powerful research tools that we now have to uncover the underlying basis of childhood cancers could fundamentally change how we treat children with these dreaded diseases. For a limited number of childhood cancers, there are new drugs that can target the fundamental drivers of malignancy. The most notable example is the impact of Gleevec (imatinib mesylate) on outcomes for children with an uncommon subtype of leukemia ? Philadelphia chromosome-positive ALL.

The addition of this inhibitor to intensive chemotherapy has dramatically improved the outlook for these children, increasing the rate of three-year event-free survival from 35% to 80%. The development of targeted new agents is likely to affect outcomes for other subtypes of childhood cancer, including anaplastic large-cell lymphoma and other types of leukemias.

Given that childhood cancers are all rare or ultra-rare diseases, the ability of the biopharmaceutical industry to invest resources into development of new treatments is limited at best. Yet research is needed to identify potential targets for the entire spectrum of childhood cancers. For some potential targets, public-private partnerships will be needed to develop new therapeutic approaches.

The past 40 years have demonstrated the remarkable return on investment to be gained in collaborative scientific research. Now we must leverage current scientific opportunities and invest the resources needed to develop more effective, less toxic therapies, thereby improving outcomes for all children with cancer.

T-Mobile USA's new plans compared to competition

(AP) ? T-Mobile USA has revamped its pricing plans, the latest move in an industry that's still experimenting feverishly with various ways of luring customers and getting current ones to pay as much as possible. Here's how T-Mobile's gambit compares.

T-Mobile USA

The most significant change is that T-Mobile is breaking the cost of the phone away from the monthly service fee. Instead, the company will sell the phone on an installment. It's making a big deal out of the fact that it will no longer have two-year service contracts, but it's replacing them with two-year financing contracts. To buy an iPhone 5 from T-Mobile, you'll be putting $100 down and then paying $20 per month for two years to pay off the phone. That's on top of service fees that start at $50 per month for unlimited talk, text and 500 megabytes of data. An additional $10 per month gives you another 2 gigabytes of data. Add $20 instead, and you get unlimited data. If you leave T-Mobile within the two-year period, you'll still be charged $20 a month until the two-year contract runs out.

Pros: T-Mobile's plans are generally cheaper than the competition. If you've paid off your phone, your monthly bill declines. You can pay off the phone early if you want, with no penalty. You can also buy "unlocked" phones, or bring them over from AT&T, and get a good deal on monthly service. T-Mobile's "4G" service is relatively fast ? at least, faster than Sprint, in places where Sprint doesn't have LTE. T-Mobile also offers unlimited data service, for peace of mind.

Cons: T-Mobile's data network coverage is poor in rural areas. It's only now rolling out an "LTE" network, and it doesn't have access to the low frequencies where Verizon Wireless and AT&T run their wall-penetrating LTE networks. There's no option to share a data plan among many devices, but T-Mobile makes it relatively inexpensive to add a line to the plan: $10, which comes with 500 megabytes of data usage.

Bottom line: The price over two years for a 16-gigabyte iPhone 5 with unlimited calling, unlimited texting and 2.5 gigabytes of data usage per month, excluding taxes, is $2,020.

Verizon Wireless, AT&T

Last year, the two big guns in the wireless industry trotted out "shared data" plans that let a family tap into a common pool of data usage every month. They're betting on a future where phones will be just one of many devices connected to wireless networks.

Pros: The shared data plans make connecting tablets, laptops and mobile hotspots cheaper. Verizon has stellar coverage and the largest high-speed "LTE" network. AT&T has less coverage, but more than T-Mobile and Sprint, and it has a fast "4G" network in most places LTE isn't available.

Cons: For single phones, AT&T's and Verizon's prices are considerably higher than T-Mobile's ? you pay for that extra network coverage and reliability. Neither offers new customers unlimited data. The two-year contracts are complicated, with early termination fees and varying periods before you're eligible to buy a new phone at a subsidized price.

Bottom line: The price over two years for a 16-gigabyte iPhone 5 with unlimited calling, unlimited texting and 2 gigabytes to 3 gigabytes of data usage per month is $2,635, excluding taxes.

Sprint Nextel

The No. 3 wireless company has done the least to revamp its pricing plans ? they're pretty much the same they've been for the last five years.

Pros: Sprint has stuck to offering unlimited data plans, which is good for peace of mind. It sells smartphone service for as little as $35 per month through its Virgin Mobile subsidiary.

Cons: Unlimited data service is only good if the network is fast enough to serve up all the data you need, and Sprint's network is in a complicated transition period. Its "3G" service is very slow. It's complemented in places by Clearwire's "4G" network, and it's in the early stages of an "LTE" buildout. With unlimited data as the only option, Sprint-branded smartphone service isn't cheap. The two-year contracts are complicated, with early termination fees and varying periods before you're eligible to buy a new phone at a subsidized price.

Bottom line: The price over two years for 16-gigabyte iPhone 5 with unlimited calling, texting and data, excluding taxes, is $2,840.

Apple Acquires WiFiSLAM for its Indoor Location-Tracking Tech

And here you thought it was tricky enough to get the correct directions to your driving destination via the GPS-friendly app on your iPhone.

Apple's allegedly upping the ante in the world of location services by acquiring a company that could help give it more of a foothold in the relatively unexplored world of indoor mapping.

According to a report by the Wall Street Journal' Jessica Lessin, Apple recently acquired WiFiSLAM for approximately $20 million. The company specializes in a technology that allows mobile apps to pinpoint users' locations through the interaction between their smartphones and standard Wi-Fi signals ? no GPS need apply.

According to MacRumors, Apple has confirmed the acquisition, but has offered no additional details as to what it plans to do going forward and/or how WiFiSLAM technology might be integrated into Apple's product offerings.

However, the acquisition opens up the possibility that Apple could start making more headway in an area that rival Google has already start tinkering around in. According to one of Google's support pages, Google already has more than 10,000 different floor plans available for locations across 13 different countries ? the company uses a mix of Wi-Fi hotspot triangulation and normal cell tower-based location estimations to let users know exactly where they are in these Maps-friendly locations.

Although WiFiSLAM doesn't actually have a website of its own ? at least, not since the company was acquired and the site was pulled offline ? the company's listing on the website AngelList indicates that WiFiSLAM can deliver an accuracy of 2.5 meters "using only ambient WiFi signals that are already present in buildings."

Some are already considering Apple's move another "late to the game" attempt to catch up to Google's success in mapping, which brings to mind the Apple Maps debacle that occurred shortly following the company's introduction of its "Google Maps killer" in September of 2012. The company's first attempt to deliver a mapping and location service sans Google's involvement was met with immense criticism, and ultimately resulted in an apology from Apple CEO Tim Cook himself.

Of course, Apple Maps has gotten a bit better since its introduction ? or at least, that's what PCMag.com columnist John Dvorak believes, based on his recent experience in a three-car, three-mapping-service road rally against fellow tech pundits.

Charles Barkley might have said that Twitter is for "losers"?in the past, but the NBA star turned announcer might be changing his tune shortly after taking on the role of social media friendly Capital One's spokesman, Adweek reports.

Capital One svp/brand marketing Marc Mentry said: "I think he's going to [join Twitter] as a part of this. We hope he's pretty out and proud in terms of what he's doing."

Barkley has been pretty out in the out and proud about his thoughts on Twitter, though. He posted a video on his personal website in October 2011 that ranted:

Capital One would be smart to get the huge personality on Twitter and actively discussing the company. Social media is a crucial part of marketing campaigns, after all.

Mentry told Adweek,?"We see digital as the next front where we need to engage consumers very specifically around things like March Madness."

Let's see if Barkley's Twitter sticks.
