NJ nuclear plant declares rare alert over high waters

NEW YORK (Reuters) - Hurricane Sandy slowed or shut a half-dozen U.S. nuclear power plants, while the nation's oldest facility declared a rare "alert" after the record storm surge pushed flood waters high enough to endanger a key cooling system.

Exelon Corp's 43-year-old Oyster Creek plant in New Jersey remains on "alert" status, the U.S. Nuclear Regulatory Commission (NRC) said early Tuesday. It is only the third time this year that the second-lowest of four emergency action levels was triggered.

"Oyster Creek is still in an alert but may be getting out of it as long as water levels continue to drop," NRC spokesman Neil Sheehan told Reuters.

The alert came after water levels at the plant rose more than 6.5 feet above normal, potentially affecting the "water intake structure" that pumps cooling water through the plant.

Those pumps are not essential to keep the reactor cool since the plant has been shut for planned refueling since October 22. Exelon however was concerned that if the water rose over 7 feet it could submerge the service water pump motor that is used to cool the water in the spent fuel pool, potentially forcing it to use emergency water supplies from the in-house fire suppression system to keep the rods from overheating.

Exelon also moved a portable pump to the intake structure as a precaution in case it was needed to pump cooling water.

The water levels reached a peak of 7.4 feet -- apparently above the threshold -- but the pump motors did not flood, Sheehan said. As of 11 a.m. EDT Tuesday the water level was down to 5.8 feet, with the next high tide at 11:45 a.m.

"They need the water level to stay below 6 feet for a while to exit the alert," Sheehan said, noting when the water level falls below 4.5 feet, the plant could exit the unusual event.

An unusual event is the lowest of the NRC's emergency action levels.

Exelon said in a statement that there was no danger to equipment and no threat to public health or safety.

"Right now there's no imminent threat of releases. There's no protective actions around the plant," Federal Emergency Management Agency Administrator Craig Fugate said on the Today Show.

"Some of these reporting requirements are due though to the severity of the storms. That they have to make these notifications based upon conditions, that does not mean that they are in an imminent threat at the plant," Fugate said.

The incident at Oyster Creek, which is about 60 miles east of Philadelphia on the New Jersey Coast, came as Sandy made landfall as the largest Atlantic storm ever, bringing up to 90 mile per hour (mph) winds and 13-foot storm surges in the biggest test of the industry's emergency preparedness since the Fukushima disaster in Japan a year and a half ago.

Despite the alert -- which is a serious but not catastrophic event that signals a "potential substantial degradation in the level of safety" -- the U.S. nuclear industry was broadly seen having passed the test. About a dozen alerts have been issued in the past four years, according to NRC press releases.

On Tuesday morning, the NRC said that Entergy Corp's Indian Point 3 automatically tripped offline at about 10:41 p.m. last night due to fluctuations in the power grid caused by the storm, while Public Service Enterprise Group Inc shut Unit 1 at Salem in New Jersey at 1:10 a.m. due to a loss of "condenser circulators" due to the storm surge and debris.

SPENT FUEL

The relatively small 636-megawatt (MW) Oyster Creek plant earlier experienced a "power disruption" at its switch yard, causing two backup diesel generators to kick in and maintain a stable source of power, Exelon said.

The NRC spokesman said the company could use water from a fire suppression system or a portable pump to cool the pool if necessary. The used uranium rods in the pool could cause the water to boil in about 25 hours without additional coolant; in an extreme scenario the rods could overheat, risking the eventual release of radiation.

The concerns over the status of the spent fuel pool at Oyster Creek was reminiscent of the fears that followed the Fukushima disaster last year, when helicopters and fire hoses were enlisted to ensure the pools remained filled with fresh, cool water. The nuclear industry has said that the spent fuel rods at Fukushima were never exposed to the air.

Nuclear plants must store the spent uranium fuel rods for at least five years in order to cool them sufficiently before they can be moved to dry cask storage containers.

Exelon spokesman David Tillman said Monday night the plant has "multiple and redundant" sources of cooling for the spent fuel pool.

The plant uses pumps to take in external water that circulates through a heat exchanger used to cool the internal water that surrounds the rods, keeping them from overheating.

Among other units, Constellation Energy Nuclear Group's 630-MW Nine Mile Point 1 nuclear power reactor in upstate New York did shut due to a problem putting power onto the grid, although it was not clear whether the trouble was related to the storm.

In addition, Sandy caused power reductions at both units at Exelon's Limerick nuclear plant in Pennsylvania and one unit at Dominion's Millstone plant in Connecticut.

Young grandmother Rosemary and her son Brian allowed us into their home in the Kabarole Village of Uganda to observe what a typical Sunday looks like for them. We entered their home on a short dirt road where a sheet functioned as the front door. We were graciously welcomed into a neat and tiny living room with dirt floors. We were greeted by the entire family: Grandmother Rosemary, age 35, primary caretaker of Baby Harriett along with her son Brian, age 21, who is Harriett?s father. Daughters Prishna, age 19, Rena, age 19 months (Prishna?s daughter), and Rosemary?s youngest child Juliette, age 16. We were told that Grandmother Rosemary?s husband could not join us as he was in the fields of another village digging and working the family crops.

To make a better life for herself and her family Baby Harriett?s mother, Sheila, age 20, left her daughter with her boyfriend and his mother to finish school for nursing. As commendable as this decision is, Sheila?s absence has left Baby Harriett without the proper nutrition she needs through breastfeeding. In the country of Uganda, babies only have two choices, breast milk or regular cow?s milk as baby formula is not readily available and expensive.

We followed Grandmother Rosemary, which is difficult to say because she?s so young, to her Catholic mass service where we were able to see the Kabarole Village worship experience. The beauty of this day is that it was coupled with Healthy Family Health Day, which is a clever way to capture citizens to receive life-saving immunizations.

In Uganda, churches are literally everywhere. But health clinics and hospitals are scarce. So UNICEF decided to bring their immunization, birth registry, nutrition screenings and HIV/AIDS testing to houses of worship all across the country. They bring in health care workers and supplies reaching more than 19,000 families in 2011. That number continues to increase as the word spreads abut these FREE services.

Immediately following the worship service, parishioners made their way to a room just across the parking lot to take advantage of the services. This is where we watched Baby Harriett receive her immunizations. But the toughest moment to watch was the nurse checking little Harriett to determine if she was malnourished. Sadly, the band on her frail arms could nearly wrap around twice. Baby Harriett was confirmed to be in the red, danger zone. I watched and cried, feeling so emotional that her young life was now hanging in the balance, but grateful that her grandmother was concerned enough about her health to bring her in for treatment. In Uganda, 21% of children under age 5 are underweight in the poorest communities, versus 8% in the riches communities.

The awareness campaigns and fundraising from champions and organizations like Mocha Moms, Inc. , a national non-profit for stay at home mothers of color, make it possible for precious children like Baby Harriett to receive this type of care when families can not otherwise afford it.

After seeing Grandmother Rosemary and Bay Harriett off, our day continued with a group of Kabarole Village mothers and their beautiful children. We sat down to dialogue about what life is like for them as mothers. Of the 7 moms who joined us, 4 of them had lost at least one child.

They have the same concerns and dreams for their children. They want to see them safe, healthy, educated and productive citizens.

I was also happy to hear that all but one of the women was married with a supportive family intact, which dispels the myth that African or African-American men leave their families after children are born.

USGS: Magnitude 7.7 quake hits Canada's British Columbia

Updated at 1:34 a.m. ET: A magnitude 7.7 earthquake has hit Canada's Pacific coast province of British Columbia on Saturday night, the U.S. Geological Survey reported.

The quake was centered 123 miles south-southwest of Prince Rupert at a depth of 6.2 miles, the USGS said.

Coastal areas of Alaska and the Pacific Northwest were under a tsunami warning after the quake shook the Queen Charlotte Islands area,? followed by a 5.8-magnitude aftershock several minutes later.


The National Weather Service has issued a warning for coastal areas of southern Alaska, Northern California, Oregon and Washington state. It says the warning area includes Craig and Sitka, Alaska.

The U.S. Coast Guard in Alaska says it's trying to warn everyone with a boat on the water to prepare for a potential tsunami.

Lt. Bernard Auth of the Juneau Command Center says the Coast Guard is also working with local authorities to alert people in coastal towns to take precautions.

HOUSTON (Reuters) - For a president locked in a tough re-election fight, it may look like political gold: a settlement between the U.S. Justice Department and BP Plc over the Gulf of Mexico oil spill that could send billions of dollars to Florida, one of a handful of politically divided states that could decide the November 6 contest.

Yet a last-minute settlement with London-based oil giant BP is unlikely before the election, experts say. Neither the Justice Department or President Barack Obama, whose race with challenger Mitt Romney is deadlocked in most polls, want to appear to politicize a deal. And Obama appears to face more potential risks than benefits from any settlement at this point.

BP has been locked in a year-long legal battle with the U.S. government and Gulf Coast states to settle billions of dollars in civil and potential criminal liability from the April 20, 2010, explosion aboard the Deepwater Horizon rig that killed 11 workers and soiled the shorelines of four Gulf Coast states in the worst offshore spill in U.S. history.

BP and the Justice Department have had protracted closed-door negotiations on a settlement to avoid a potentially years-long court battle. But experts say that any settlement with BP would be complex enough to allow Obama's critics to attack him. And as they say in Washington: If you're explaining, you're losing.

"No matter what the President does, he can't win on this one because it's not going to be good enough for someone," said James Lucier, managing director at Capital Alpha Partners LLC in Washington.

"A TERRIBLE IDEA"

To date, the spill's profile in the 2012 presidential campaign has been slim. And inking a settlement with BP at this point could open Obama up to attacks as someone who buckles to Big Oil. A pre-election settlement of the Justice Department's biggest ongoing case could also be seen as playing politics with the law, said David Uhlmann, a University of Michigan law professor and former head of the Justice Department's environmental crimes section.

"It would be a terrible idea for the Justice Department to announce a settlement over the last two weeks before the election," Uhlmann said, predicting instead a deal before the civil trial next year.

U.S. District Judge Carl Barbier in New Orleans, presiding over a sprawling three-part non-jury hearing to decide BP's liability for the spill, said on Friday the trial will begin on February 25, 2013. The trial, which had been delayed by nearly a year already due to a pending $7.8 billion BP settlement with private plaintiffs, had been set to start on January 14. The delay leaves more time for a pre-trial deal.

In big settlements, the Justice Department has striven to avoid the taint of politics, and the BP case is no different, Uhlmann said.

But politics has run through the BP spill from the day it happened. Gulf Coast states stand to reap billions of dollars in funds from a potential BP settlement, thanks to a law passed by Congress that would route 80 percent of funds to the states from violations of the Clean Water Act.

That amount could approach $17 billion if BP is found grossly negligent in the disaster, experts say. The well spewed 4.9 million barrels of oil into the Gulf of Mexico over a period of 87 days. The torrent fouled shorelines from Texas to Alabama and eclipsed in severity the 1989 Exxon Valdez spill in Alaska.

FLORIDA'S ELECTORAL VOTES

Florida and its potential 29 electoral votes are one of the key prizes seen as tipping the November 6 presidential election. So the temptation may be great for Obama's advisers to gain favour with voters there by agreeing to a jumbo settlement before the election, said Kevin Book, managing director at ClearView Energy Partners LLC in Washington.

"We know the Administration wants one, and the best political timing for a final deal is probably right about now," Book said.

But any political good will from the deal could be over-rated. Of the Gulf Coast states affected by the spill, Florida is the only one that appears to be within Obama's reach, with polls in others leaning heavily toward Romney.

A pre-election settlement could also expose Obama to criticism for selling out Gulf Coast politicians and environmental groups. Rumours have been flying.

Gulf Coast lawmakers recently and loudly protested press reports that BP and the Justice Department have discussed shifting settlement payments based on the Clean Water Act - with their promised billions of dollars to Gulf state coffers - instead to payments based on natural resource statutes, which would not only go to the U.S. Treasury but also be tax-deductible for BP.

"BP, who is responsible for this, would also get a tax deduction that could write off millions," Representative Jo Bonner, an Alabama Republican, told Reuters. "The audacity of giving BP a tax write-off!"

Environmentalists are also worried about press reports that peg BP's settlement offer is as low as $18 billion -- far short of penalties demanded by U.S. environmental and criminal statutes.

"We believe a full throated debate over the settlement amount needs to happen before any deal is done," said John Kostyack, a vice president at the National Wildlife Federation, who estimates BP's potential liability at more than $50 billion.

Given the prolonged and secretive negotiations, state officials have also warned the Obama administration not to rush headlong into a deal with BP.

"Personally I believe the Administration does have a desire to make an announcement, which has the potential to cloud their judgment," said Garret Graves, senior environmental advisor to Louisiana Gov. Bobby Jindal.

After paying nearly $4 a gallon for gasoline over the summer, potential voters would also likely have no patience seeing Obama let a big oil company off the hook with a spill settlement that stops short of maximum potential penalties.

"A settlement that is not tough enough makes him look like he's letting BP off the hook," Lucier said. "It's much better to do this outside of the context of a presidential election."

Pushing genome data analysis one step forward

ScienceDaily (Oct. 28, 2012) ? Due to the exponential increase in sequencing capacity, efficient tools for data analysis are becoming essential to process the vast amount of biological data. The GEM project, led by Paolo Ribeca from the Centro Nacional de An?lisis Gen?mico (CNAG) and including scientists from this center and the Center for Genomic Regulation (CRG), allowed the development of a tool for the interpretation of genomic data that is several times faster and much more accurate than other tools currently being used.

The study has been published in the journal Nature Methods.

If we use the well-known comparison of the genome with a book, then we can say without fear of being wrong that it is a very complicated book. It is thousands of times bigger than a regular book, with more than 3 billion letters in total, each one being an A, C, G or T, as per the four possible bases of the DNA code. One can see the genome as a sequence of millions of words without breaks between them nor capitalization nor punctuation. Most words occur only once in the genome, but some can be found thousands of times with small variations. And reading this book gets even more complicated when you can only see short sentences with few words, each one randomly extracted from the book.

Last generation sequencing techniques used at the CNAG and the CRG, involve breaking the genome into small pieces (alike to short sentences from the book), sequencing such pieces and trying to find them back in the genome. The next step, mandatory in most biological experiments, would be assigning the sentences to their correct original location. However, this can be an extremely difficult task: sentences might be misspelled (sequencing is not a perfect process, and introduces errors) or slightly different (the genome of the individual being sequenced usually contains small variations if compared to the reference one). In addition, each sequencing experiment produces billions of short sentences.

This is the starting point that led some researchers at the CRG and the CNAG to design a computer program that helps to find sequences in the reference genome, quickly and accurately: such tools, called 'mappers', are essential to interpret data in genomic studies, as they represent the first analysis step for many biological experiments. After 5 years of development the result is the GEM (Genomic Multitool) mapper.

The GEM mapper is several times faster than other reference programs in the field and delivers breathtaking performance, matching into the huge human genome of reference about 40 million sequences per hour on a single CPU core. As it uses algorithms that guarantee that it doesn?t miss matches, GEM is also much more accurate than other comparable programs. In addition, GEM allows the parameters of the search to be tuned to the specific requirements of the biological experiment being performed, offering a versatility that cannot be achieved with most existing tools.

The good performance profile of GEM will help to face a practical problem: the dramatic increase in the amount of sequencing data. As an example, the CNAG started operations in 2010 with a park of 12 second generation sequencers that generated roughly 50 Gbases per day. Thanks to the recent spectacular advances in sequencing technology, today, only 2 and a half years after, the CNAG generates almost 20 times more data with the same number of sequencing machines. However, it would have been impossible to increase the computing resources of the CNAG accordingly (and this is a problem common to biomedical research everywhere in the world). Hence, the development of more efficient analysis tools like GEM is essential to keep up with the increasing rate of production.

The GEM tools are a neat example of excellence research, and a world-class tool, entirely developed in Spain; although the project is lead by an Italian team member, the whole work has been carried out in Barcelona. This accomplishment was made possible by the very early adoption of next-generation sequencing machines at the CRG (in 2008), and the subsequent sustained investment in sequencing technologies by the Catalan and Spanish governments that culminated in the creation of the CNAG.

The research was funded by the Spanish Ministerio de Educaci?n y Ciencia (Consolider program), by the US National Institutes of Health/National Human Genome Research Institute, and by the European Union (READNA and ESGI programs).

We've known for months that HTC intends to upgrade the One X to Jelly Bean, but now it appears the update is finally going live, at least for folks in Taiwan. Members of the XDA Developers forum are chiming in about a 352.87MB OTA update that's available within both HTC's home country and Singapore, which brings Android 4.1.1 and HTC Sense 4+ to the One X. Jelly Bean's appearance for the handset matches an earlier report from Engadget Chinese of an incoming update promised by HTC Taiwan. According to PocketDroid, general manager of HTC North Asia, Jack Tong, announced that One X users within Asia will see the update begin to roll today, and that the One S will also receive Jelly Bean a tad later. We've reached out to HTC to verify Mr. Tong's comments, and for clarification of specific regions throughout Asia.

'DWTS' pro talks Bristol Palin playing it safe

Some ballroom fans thought that perhaps reality TV star Bristol Palin could go all the way to the "Dancing With the Stars" finals again -- as she had in season 11 -- by earning semi-low scores, mixed reviews from the judges and an avalanche of viewer votes. But Tuesday night's elimination put an end to those thoughts.

Palin and partner Mark Ballas, who performed a rock 'n' roll dance on Monday night that earned 32 points out of a possible of 40, were sent packing in the fourth week of the all-star competition, saving Kirstie Alley and Maksim Chmerkovskiy, who were also in the bottom two, from elimination.

The couple endured a double rejection of sorts on Tuesday?s show -- Palin and Ballas were the odd ones out when two team captains (top-scoring duo Shawn Johnson and Gilles Marini) chose three pairs each (from seven couples) for next week?s group dances. ?

Palin stayed backstage with her family after the show and didn?t accompany her partner on the post-show press line.

?It?s tough,? Ballas told reporters when asked how Palin was doing. ?She?s never been eliminated before. She doesn?t know what this feels like. I remember my first time.? With faux sobbing, the two-time mirror ball winner added, ?It was horrible!?

The departing pro was asked if he felt Palin?s decision to play it safer with her dance on Monday may have contributed to her expulsion. (Ballas, known for thinking outside the box, wanted to wear costumes for their routine, but Palin preferred not to do that.)

?You can drag a horse to water, (but) you can?t make it drink,? he responded. ?So if she wants to do what she wants to do that?s totally fine. At the end of the day, they have to be totally comfortable. I?d never want a partner to walk out on stage and not be 100 percent confident, comfortable (and) not feel beautiful.?

However, Ballas conceded that playing it safe comes with some risks -- especially in this all-star season. ?We?ve got a lot of champions and a lot of finalists,? he noted, citing Marini as an example of someone who?s willing to take chances. ?Look at his (Bollywood) outfit. That?s out of the box.?

Ballas adds that Palin has nothing to be ashamed of for making it as far as she did this season. ?This is someone who, compared to the others, has zero dance experience and zero performance experience,? he explained. ?For someone who comes from a normal background in Alaska, this is really tough.?

Nonetheless, he?s certain that Palin will endure. ?She?s got a thick skin and she pushes through. I?ve been with her every step of the way. I?m proud of her.?

Now that he?s out of the running, Ballas says that he plans on throwing his support to two of his past partners who remain in the competition: Johnson and Sabrina Bryan.

State police in New Castle say the truck crashed shortly before 5 a.m. on U.S. Route 422 near McConnells Mill State Park. That's about 35 miles north of Pittsburgh.

The eastbound lanes of the highway were closed for more than three hours while crews cleaned up the poultry.

No injuries have been reported.

Police have yet to say who was driving the truck or who owned the vehicle ? or the tons of chicken inside it.

It was not immediately clear what caused the crash.

The mineral selenium is thought to lower the risk for prostate cancer.

Regular physical activity and maintaining a healthy weight is believed to help reduce the risk for prostate cancer.
