Mexican President Enrique Pe?a Nieto launched a national flood prevention program during a tour of Tabasco state, according to a release from the presidency.

The program lays out responsibilities of each level of government and includes four key elements: a revision of all existing flood defenses and dams, stricter planning provisions to avoid development in high risk areas, hydrological studies and a revision of dam operating protocols and installation of early warning systems and forecasting technology.

The national water commission, Conagua, has been assigned 1.4bn pesos (US$111mn) to complete existing construction projects and develop additional ones.

Tabasco is one of the most vulnerable states to flooding, with the UN's Economic Commission for Latin America and the Caribbean (Eclac) estimating losses of 57bn pesos between 2007 and 2011.

Average rainfall in the state is three times higher than the national average and the state accounts for 38% of the country's freshwater.

The former government spent 8bn-pesos on a flood management program for the state, consisting of flood prevention infrastructure, dredging of the state's main rivers and construction of alleviating channels.

One of the main works, the El Macayo flood gate over the Carrizal river, has been under construction for 10 years and will be finished within six months, said Conagua director David Korenfeld.

Other works contemplated for Tabasco include 55 flood prevention projects and 42 studies, said Korenfeld.

The IDB is also funding an adaption, planning and integrated management study for the Grijalva and Usumacinta rivers that will inform future flood management in the state, said state governor Arturo N??ez. The study will be completed within eight months.

N??ez has proposed 10 measures to incorporate into the state flood management program, including relocation of residents in vulnerable areas, reforestation, river dredging and a reorganization of irrigations systems.
