Tokyo, July, 1980: President Jimmy Carter and Secretary of State Edmund S. Muskie listen to a eulogy at a ceremony honoring the late Prime Minister Masayoshi Ohira at Tokyo's Budokan Hall. Carter called Ohira, who died the previous month, "a good friend and a wise counselor."
